Matt Low is an attorney and an engineer. He began his career working in Naval weapons programs before joining in EPA in 1973, where he eventually rose to oversee manufacturer enforcement programs relating to in-use compliance with emission standards and lead phase-down requirements. From EPA, Matt served as policy director for the National Commission on Air Quality, a legislative commission with a mandate to recommend revisions to the Clean Air Act.
In 1983, Matt helped found Techlaw, a company established to provide enforcement support services to the EPA under Superfund and RCRA. Matt served first as the president of TLI, Techlaw's subsidiary focusing on private sector clients, before serving as TechLaw's president from 2003-2008. From TechLaw, Matt joined Project Performance Corporation in 2008 where he directed its Energy, Environment and Climate Solutions Division until leaving to form Matt Low & Associates in January 2012. Matt has been an arbitrator and mediator in some of the largest and most controversial Superfund matters that have been settled. He also has served as a settlement counselor – assisting clients in developing reasonable and objective settlement options that have led to numerous settlements. Finally, in limited instances, he has offered expert allocation testimony in federal courts.
